Key Components of UN80 Initiative
1. Three Core Workstreams:
a) Efficiency & Cost Reduction
- Remove duplication of efforts
- Reduce administrative expenses
- Promote automation and digitization of services
b) Mandate Implementation Review
- Review execution of 3,600+ active UN mandates. These include tasks like peacekeeping, humanitarian operations, and environmental actions.
- Does not review or change the mandates themselves
- Aims to identify outdated or overlapping mandates
- Note: The UN has accumulated around 40,000 mandates over the decades, many of which may now be redundant or outdated, hence the need for review.
c) Structural Reforms
- Realign functions, departments, and programmes
- Focus on high-cost UN locations for restructuring (e.g., New York, Geneva)
- Realign programs and departments, especially in high-cost locations like New York and Geneva
Formation of UN80 Clusters
Seven thematic clusters to drive reform:
- Peace & Security
- Development (Secretariat & UN System)
- Humanitarian Affairs
- Human Rights
- Training & Research
- Specialized Agencies
Relocation & Rationalization Measures
- Operations may be shifted from high-cost cities (e.g., New York, Geneva)
- Aim to abolish underperforming or duplicate functions
- Reassess and streamline global footprint
