Union Minister for Rural Development launched Operational Guidelines for DILRMP 3.0 (Digital India Land Records Modernisation Programme 3.0) at a hybrid event in New Delhi. The third phase marks a shift from simply digitising land records to creating an integrated Digital Public Infrastructure for land administration.
It aims to make land information more accurate, accessible and interoperable, helping farmers obtain institutional credit and reducing repeated visits to government offices.

Key Features
DILRMP 3.0 will integrate land records, cadastral maps, property registrations and related datasets through a GIS-based digital framework. Its major focus areas include:
- 14-digit Bhu-Aadhaar / ULPIN (Unique Land Parcel Identification Number) for every land parcel.
- Full georeferencing of cadastral maps to improve spatial accuracy.
- Interoperability across departments by connecting otherwise separate land-related systems.
- Scanning of legacy land records, creation of a registration repository and computerisation of revenue courts.
- Modernisation of 75 high-footfall Sub-Registrar Offices into Registration Seva Kendras, modelled on Passport Seva Kendras.
- The NAKSHA initiative will support urban land mapping and preparation of urban property cards.
State-Level ‘Land Stack’
A key innovation is the creation of state-specific “land stacks”. States can integrate their land-related datasets and systems through APIs, while retaining ownership and control of their data.
These individual state stacks will collectively serve as building blocks for a federated national land stack, allowing different systems to communicate and exchange information seamlessly.
