Panch Sankalpa under NEP 2020

Union Education Minister introduced the “Panch Sankalpa” (Five Resolutions) under the National Education Policy (NEP) 2020 during the Vice-Chancellors’ Conference of Central Universities. This conference was organised by in Kevadia, Gujarat by the Ministry of Education in collaboration with the Central University of Gujarat to consolidate and map the institutional progress of central universities in mapping up the vision of Viksit Bharat 2047.

Background

  • NEP 2020 aims to improve the quality of education (school, higher education and technical education) in India.
  • Access, Equity, Quality, Affordability and Accountability are its foundational pillars.

 About Panch Sankalpa

  • These will be the guiding principles for transforming higher education institutions.
  • It incorporates:
  • Next-Gen Emerging Education,
  • Multidisciplinary Education,
  • Innovative Education,
  • Holistic Education,
  • Bharatiya Education

Status of Higher Education in India

  • Total student enrolment has touched 4.46 crore, a 30% increase since 2014–15
  • Gross Enrollment Ratio (GER): 28.4% ( Government aims to raise GER in Higher Education to 50% by 2035)
  • Female enrolment has grown by 38%, and female GER now exceeded male GER
  • Gender Parity Index: 1.01
  • Government Universities contribute 73.7% of total enrollment.
  • GER for Scheduled Tribes has increased by 10 percentage points and for SCs by over 8 points
