A High-Level Committee (HLC) chaired by the Union Home Minister has approved a series of mitigation, recovery, and reconstruction projects worth ₹4645.60 crore to strengthen disaster resilience across 9 states– Assam, Kerala, Madhya Pradesh, Odisha, Rajasthan, Uttar Pradesh, Bihar, Chhattisgarh, and Andhra Pradesh.
These projects are funded through National Disaster Mitigation Fund (NDMF) under Ministry of Home Affairs, in alignment with government’s vision of building a “Disaster-Resilient India.”
Key Projects and Approvals
Wetlands Restoration Project- Assam
- Objective: Enhance flood resilience, water retention, and ecological balance in the Brahmaputra Basin.
- Total Outlay: ₹692.05 crore
- Central Share (75%) – ₹519.04 crore
- State Share (25%) – ₹173.01 crore
- Coverage: Restoration and rejuvenation of 24 wetlands across 9 districts in Assam.
- Impact:
- Increased flood storage and water retention capacity.
- Improved fisheries infrastructure and livelihood generation.
- Acts as a pilot project toward a flood-proof Brahmaputra Valley.
Urban Flood Risk Management Programme (UFRMP) – Phase II
- Cities Covered: 11 cities — Bhopal, Bhubaneswar, Guwahati, Jaipur, Kanpur, Patna, Raipur, Thiruvananthapuram, Visakhapatnam, Indore, and Lucknow.
- Total Outlay: ₹2444.42 crore
- Funding Pattern:
- Centre – 90% (NDMF)
- States – 10%
- Purpose: Reduce vulnerability of highly flood-prone cities through both structural (stormwater management, erosion control, interlinking water bodies) and non-structural measures (early warning systems, data systems, capacity building).
Special Focus: Guwahati Urban Flood Mitigation
- Total Outlay: ₹200 crore
- Central Share: ₹180 crore
- Key Interventions:
- Interlinking of wetlands.
- Construction of flood protection walls.
- Nature-based soil stabilization.
- Flood early warning systems.
Recovery and Reconstruction Assistance
- Assam: ₹1270.78 crore for recovery after 2022 floods and landslides.
- Kerala: ₹260.56 crore for Wayanad landslide (2024) recovery.

Committee Composition

Key Facts
National Disaster Mitigation Fund (NDMF):
- Constituted under Section 47 of the Disaster Management Act, 2005, it finances projects for disaster risk reduction, prevention, and preparedness.
State Disaster Response Fund (SDRF):
- Primary fund available with states for immediate disaster relief, shared between Centre and States (75:25) for general category states and (90:10) for special category states.
National Disaster Response Fund (NDRF):
- Established under Section 46 of the Disaster Management Act, 2005, used for emergency relief to states affected by natural calamities.
