Odisha Approves ‘B-MAAN’ Scheme to Boost Aviation Sector

Odisha government has approved an investment of ₹14,182 crore (₹141.82 billion) under the Building and Management of Aviation Assets and Network (B-MAAN) scheme for the holistic development of the aviation ecosystem in the state.

The initiative, led by the Department of Commerce and Transport, aims to transform Odisha into the leading aviation hub of eastern India under the inclusive vision- “Samastanka Pain Biman Seba” (Aviation for All).

B-MAAN Scheme

Full Form: Building and Management of Aviation Assets and Network (B-MAAN)

Aim:
  • To develop, upgrade, and modernize aviation infrastructure across Odisha.
  • To enhance regional air connectivity and support private airlines through incentives.
  • To create skilled manpower and employment through aviation-related training and education.
  • To make Odisha a self-reliant aviation hub in eastern India.
Major Components of B-MAAN Scheme
Infrastructure Development
  • Development, modernization, and maintenance of airports and heliports across Odisha.
  • Includes both greenfield and brownfield projects.
  • Focus areas: underserved and remote regions for improved accessibility.
Air Connectivity Enhancement
  • Viability Gap Funding (VGF) and other incentives for private airlines.
  • Linking tier-II and tier-III towns to major cities under UDAN and state-level connectivity programs.
  • Encouragement for regional airlines to expand intrastate routes.
MRO (Maintenance, Repair & Overhaul) Facilities
  • Setting up world-class MRO hubs at Biju Patnaik International Airport (Bhubaneswar) and other strategic locations.
  • Aim: reduce operational costs, attract investments, and support domestic aircraft maintenance capability.
Aviation Skilling and Flight Training
  • Establish flight training academies and aviation skill development centres.
  • Special focus on training female pilots and ground-handling professionals.
  • Partnerships with reputed aviation institutes and industry players for technical and soft-skill development.
Promoting Future-Ready Technologies
  • Promotion of drones, seaplanes, e-VTOL aircraft, and aerospace manufacturing.
  • Support for green mobility initiatives and sustainable aviation technology.
  • Strengthening air cargo infrastructure for industrial and agricultural export growth.
Institutional Strengthening
  • Restructuring of the Directorate of Aviation to function as a professional agency for:
    • Policy planning
    • Project execution
    • Private sector engagement
Employment & Industry Development
  • Large-scale employment through aviation-focused skilling.
  • Creation of a robust ecosystem for startups and private participation in the aviation value chain.

Additional Cabinet Decisions

  • Approval of ₹952.56 crore for procurement, operation, and maintenance of 200 midi electric buses under a Gross Cost Contract model for 10 years.
  • Bus Allocation:
    • Keonjhar, Baripada, Angul, Jharsuguda — 25 each
    • Berhampur, Sambalpur — 50 each
  • Objective: Promote green mobility and sustainable urban transport.
