Delhi to implement ‘Rah-Veer’ Road Accident Assistance Scheme

In a move aimed at saving more lives on the road, the Delhi government has decided to adopt the Centre’s ‘Rah-Veer’ Road Accident Assistance Scheme. The initiative encourages ordinary citizens to step forward and help accident victims during the most critical period- the “golden hour.”

The golden hour refers to the first hour after a serious accident, when immediate medical attention can significantly improve survival chances. Under the scheme, any person who ensures that a seriously injured victim reaches a hospital or trauma centre within this crucial window will receive a cash reward of ₹25,000.

Why Was Scheme Introduced

In many road accidents, bystanders hesitate to help. The reasons are common fear of police questioning, legal hassles, or being dragged into court proceedings. Rah-Veer scheme removes this fear and send a clear message: helping someone in need will be rewarded, not punished.

By offering both legal protection and financial recognition, the government hopes to change public behaviour and encourage faster emergency response on Delhi’s busy roads.

Key Features of Rah-Veer Scheme

Financial Incentive
  • ₹25,000 reward for assisting a seriously injured road accident victim within the golden hour.
  • If multiple victims are rescued in the same incident, the rescuer will still receive a maximum of ₹25,000 for that case.
Recognition
  • A certificate of appreciation will be given to rescuer.
  • Every year, 10 individuals will be selected for a National Award of ₹1 lakh in recognition of exceptional service.
Legal Protection for Good Samaritans

The scheme is aligned with the Good Samaritan Rules framed under Section 134A of the Motor Vehicles (Amendment) Act, 2019.

These rules ensure that:

  • Helpers are not compelled to disclose personal details unless they wish to.
  • They are protected from unnecessary police questioning or legal harassment.
  • They cannot be forced to become witnesses in court proceedings.

This legal safeguard ensures that citizens can help accident victims without fear or obligation.

How Reward Process Works

To maintain transparency and fairness:

  • A District Level Evaluation Committee will review each case.
  • The committee will include:
    • District Magistrate
    • Senior Police Officer
    • Chief Medical Officer
    • Regional Transport Officer

Once verified:

  • The reward amount will be directly transferred to the rescuer’s bank account through an online system.
