Ajay Sawhney Committee: Review Regulatory Framework for DigiLocker

Government has constituted a Committee to review and strengthen the Regulatory Framework for DigiLocker. The Committee will examine the existing Digital Locker Rules and align them with the current technological and legal landscape, while preparing a future roadmap for the evolution of the DigiLocker ecosystem.

Terms of Reference (ToR)

The Committee will focus on:

  • Legislative review of Digital Locker Rules
  • Alignment with emerging technology and data protection frameworks
  • Roadmap for:
    • Entity Locker framework
    • Ecosystem expansion
    • Commercialisation of the Digital Locker system

The objective is to modernise the regulatory structure to support scalability and innovation.

Composition of the Committee

  • Chairperson: Ajay Sawhney, Former Secretary, Ministry of Electronics and Information Technology (MeitY)
  • Members include:
    • Legal experts
    • Technology specialists
    • Industry representatives

About DigiLocker

  • It is a flagship digital document wallet initiative by the Ministry of Electronics and Information Technology (MeitY) under the Digital India programme. 
  • Launch Year: 2015
  • It is a key component of India’s Digital Public Infrastructure (DPI) framework. It enables:
    • Secure storage and access to digital documents
    • Issuance and verification of government certificates
    • Reduction in physical documentation
    • Paperless governance
  • Legal Validity: Documents issued via DigiLocker are legally equivalent to original physical documents under Rule 9A of the IT Rules, 2016.
  • Storage: Every Aadhaar holder gets 1 GB of free cloud storage space
