The NITI Aayog and the Japan International Cooperation Agency (JICA) recently signed a Record of Discussions (RoD) for the project titled “Promotion of the Program for Japan– India Cooperative Actions Towards Sustainable Development Goals – Phase II.”
The agreement aims to deepen India–Japan development cooperation and accelerate progress toward achieving the Sustainable Development Goals (SDGs).

Objective of the Project
The project seeks to strengthen policy frameworks and implementation systems to improve development outcomes, particularly in:
- Aspirational Districts Programme (ADP)
- Aspirational Blocks Programme (ABP)
These programmes aim to accelerate socio-economic development in India’s most underdeveloped districts and blocks through data-driven governance and targeted interventions.
Focus Areas of the Project
The initiative will strengthen development outcomes across six key thematic sectors:
1. Global Partnership
2. Health and Nutrition
3. Education
4. Agriculture and Water Resources
5. Financial Inclusion and Skill Development
6. Basic Infrastructure
The project aims to improve policy design, implementation efficiency, and coordination among stakeholders in these sectors.
Key Components of the Initiative
Institutional Capacity Building
- Strengthening administrative capacity at the district and block levels. • Enhancing governance capabilities for implementing SDG-related initiatives.
Monitoring and Evaluation Systems
- Improving data-driven monitoring frameworks.
- Promoting evidence-based policy implementation.
Localisation of SDGs
- Integrating SDG targets into local planning and governance processes. • Ensuring development initiatives reach the grassroots level.
Knowledge Sharing and Exchanges
Key activities include:
- People-to-people exchanges between India and Japan.
- Capacity-building programmes for officials.
- Japan–India knowledge forums.
- Identification and dissemination of best practices.
- Targeted support for Aspirational Districts and Aspirational Blocks.
The signing of the Record of Discussions underscores the deepening India–Japan partnership and reflects a shared commitment to achieving the SDGs by 2030 through strengthened institutional capacity and evidence-based governance in Aspirational Districts and Blocks.
