DGT, MSDE Signs Flexi-MoU with Bajaj Auto Ltd

The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), has signed a Flexible Memorandum of Understanding (Flexi-MoU) with Bajaj Auto Limited under the revised Flexi-MoU Scheme (June 2024). The collaboration aims to strengthen industry-integrated skill development in the automotive manufacturing sector.

Key Features of the Partnership

Under the agreement, Bajaj Auto Ltd. will operate as an Industrial Training Partner (ITP).

  • Training programmes will be aligned with the National Skills Qualification Framework (NSQF).
  • Training will be conducted at Bajaj Auto’s manufacturing facilities in Maharashtra and Uttarakhand.

About Flexi-MoU Scheme for Industry-Aligned Skill Development

ObjectiveEnables industries to design customised training programmes aligned with emerging technologies and sectoral requirements, while ensuring alignment with the National Skills Qualification Framework (NSQF)
Implemented ByDirectorate General of Training (DGT) under the Ministry of Skill Development and Entrepreneurship (MSDE)
Industry-Customised TrainingIndustries can design market-relevant skill training programmes
Courses can be tailored to industry demand and technological advancements
Minimum Training CapacityIndustrial Training Partners must train at least 100 trainees annually
Maximum limit: 1,000 trainees per year
Assessment MechanismPractical and formative assessments conducted by industry partners
Computer-Based Theoretical (CBT) exams conducted centrally by DGT
CertificationSuccessful trainees receive a National Trade Certificate (NTC), making them eligible for apprenticeship opportunities
Employer–Skiller ModelIndustries:
Use existing infrastructure and training facilities
Provide in-house skill training to prospective employees
Create industry-ready workforce from the beginning
Flexibility in Course DesignIndustries can:
Develop customised market-relevant courses
Emphasise industrial training components
Design courses with high employment potential
In sectors such as IT and ITES, courses may be delivered entirely online
Industrial Training Partners (ITPs)Entities must sign an agreement with DGT to become ITPs. Eligible partners include:
Industries and organisations
Industry clusters and associations
Skill universities
MoU DurationAgreement between DGT and ITP is signed for 3 years, extendable for additional 3-year periods based on performance
Course DurationTraining programmes must have a duration between:
Minimum: 6 months
Maximum: 24 months (2 years) Includes classroom training and industry-based training
Trainee Selection and AdmissionITPs have flexibility to:
Use their own selection criteria (in addition to prescribed criteria)
Decide admission timelines and training cycles
Placement RequirementIndustrial Training Partners must ensure placement of at least 50% of successful trainees
CSR SupportCorporate Social Responsibility (CSR) funds may be used to support training costs and trainee stipends
