Rapid Survey on Functional Cooperatives (RSFC)

The National Statistics Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) will conduct the Rapid Survey on Functional Cooperatives (RSFC) starting April 2026, at the request of the Ministry of Cooperation (MoC).

About RSFC

  • Objective: It aims to generate reliable national-level estimates on:
    • Gross Value Added (GVA)
    • Gross Value of Output (GVO)
    • Employment in cooperative sectors
  • Purpose: Support evidence-based policymaking for strengthening India’s cooperative ecosystem.
  • Coverage of the Survey
    • Institutional Coverage: It will include:
      • Primary cooperatives
      • Federations at district, state, and national levels
      • Multi-State Cooperative Societies
  • Sectoral Coverage: It will span 30 major cooperative sectors, including agriculture, dairy, fisheries, housing, credit, handloom, labour and multipurpose cooperatives
  • Sampling Framework: It will be based on the National Cooperative Database (NCD)
    • This will ensures comprehensive and representative coverage
  • Data Collection Details
  • Economic Variables: Information will be collected on
    • Expenses
    • Receipts
    • Taxes and subsidies
    • Distributive expenses
    • Depreciation
    • Employment Variables
    • Employment levels
    • Labour costs
  • Two Reference Years:
    • FY 2020–21
    • FY 2023–24
  • Special Coverage: For the following institutions, only employment-related data will be collected:
    • Urban Cooperative Banks
    • District Central Cooperative Banks
    • State Cooperative Banks
