Cabinet approves Revised Cost of HPCL Rajasthan Refinery Project

Cabinet Committee on Economic Affairs (CCEA), approved the revision of HPCL Rajasthan Refinery Limited (HRRL) project cost from Rs 43,129 crore to Rs 79,459 crore, along with an additional equity investment of Rs 8,962 crore by HPCL, taking its total equity investment to Rs 19,600 crore.

  • Location: Pachpadra, District Balotra, Rajasthan
  • Type: 9 MMTPA Greenfield Refinery-cum-Petrochemical Complex
  • Petrochemical Production Capacity: 4 MMTPA
  • Joint Venture between HPCL (74%) and Government of Rajasthan (26%)
  • Scheduled Commercial Operation Date (SCOD): 1st July 2026
  • Petrochemical product slate more than 26% making it a highly complex refinery
Key Products to be Produced
  • Petrol: 1 MMTPA
  • Diesel: 4 MMTPA
  • Polypropylene: 1 MMTPA
  • LLDPE (Linear Low Density Polyethylene): 0.5 MMTPA
  • HDPE (High Density Polyethylene): 0.5 MMTPA
  • Benzene, Toluene and Butadiene: ~0.4 MMTPA

These products are critical to sectors including transportation, pharma, paints and packaging.
