IRDAI Designates LIC, GIC Re, NIA as D-SIIs for FY26

Insurance Regulatory and Development Authority of India (IRDAI) designated Life Insurance Corporation of India, General Insurance Corporation of India, and New India Assurance Company as Domestic Systemically Important Insurers (D-SIIs) for FY 2025–26, in a key regulatory update for India’s insurance sector.

The list remains unchanged from the previous year, highlighting continued systemic importance of these state-owned insurers in India’s financial system.

Key Highlights

  • Three insurers retained as D-SIIs for FY26 (no change from FY25)
  • Identified based on size, market importance, and interconnectedness
  • Subject to enhanced regulatory supervision and stricter governance norms
What are Domestic Systemically Important Insurers (D-SIIs)?

D-SIIs are insurers whose failure or distress can disrupt the financial system and economy. Their stability is essential for financial stability and uninterrupted risk coverage in the economy.

They are considered “Too Big To Fail (TBTF)” institutions due to:

  • Large market share
  • Strong domestic and global linkages
  • Critical role in providing insurance services
Regulatory Requirements for D-SIIs

IRDAI mandates that D-SIIs must:

  • Strengthen corporate governance standards
  • Develop robust risk management frameworks
  • Identify and manage systemic risks effectively
  • Operate under enhanced regulatory oversight
IRDAI Flags ‘Dark Patterns’ in Digital Insurance
  • Separately, IRDAI has raised concerns over “dark patterns” in digital insurance platforms.
  • Dark Patterns: User interface designs that mislead or manipulate consumers into unintended actions (e.g., hidden charges, forced consent).
Regulatory Directions on Dark Patterns
  • Insurers must conduct self-assessment of compliance with guidelines issued by the Central Consumer Protection Authority (CCPA) (Nov 30, 2023)
  • Submit compliance report within 15 days
  • Reflects a broader regulatory push, also highlighted by the Reserve Bank of India, to curb deceptive digital practices.
  • In case of violations:
    • Submit action plan within 1 month
    • Remove misleading practices within specified timelines
