The International Solar Alliance (ISA) and Indian Institute of Technology Delhi (IIT Delhi) have formalised a Framework for Action (FFA) to strengthen global cooperation in renewable energy. The initiative focuses on capacity building, academic collaboration, and human resource development in the solar energy sector across ISA member countries.
The partnership aims to train renewable energy engineers, Solar Technology Application Resource-Centre (STAR-C) trainers, and research professionals, while also promoting joint research, knowledge exchange, and technology cooperation in solar energy.
Background of Collaboration
The Framework for Action builds upon the ongoing cooperation between ISA and the Department of Energy Science and Engineering at IIT Delhi.
So far, the collaboration has supported an M.Tech programme in Renewable Energy Technologies and Management, benefiting professionals from 18 developing countries across Africa and the Asia-Pacific region.
This initiative has contributed significantly to building technical capacity and strengthening renewable energy expertise among ISA member nations.
Key Areas of Cooperation under Framework
Under the Framework for Action, ISA and IIT Delhi will collaborate in four major areas:
| Area | Key Focus |
| Capacity Building & Talent Development | Training trainers from Solar Technology Application Resource-Centres (STAR-C) across ISA member countries to create a global solar talent pipeline. |
| Academic Programmes | Expansion beyond the flagship M.Tech programme to include Train the Trainers (ToT) programmes, Master’s in Public Policy, and Ph.D. programmes in solar energy. |
| Joint Research & Knowledge Creation | Research collaboration on solar resource assessment, quality standards, emerging solar technologies, and innovative applications. |
| Outreach & Knowledge Exchange | Organising workshops, seminars, and collaborative outreach programmes to strengthen global solar knowledge networks. |
This partnership aims to develop future leaders, researchers, and policymakers in the clean energy sector.
Significance of Framework
The collaboration reflects a long-term commitment to strengthening global solar energy capacity. Key benefits include:
- Development of skilled renewable energy professionals
- Promotion of international research collaboration
- Strengthening technology transfer and innovation
- Supporting clean energy transitions in developing countries
The initiative will particularly benefit countries with limited technical capacity in solar energy development, helping them accelerate renewable energy adoption.
About International Solar Alliance (ISA)
The International Solar Alliance is a treaty-based international intergovernmental organisation focused on promoting solar energy deployment globally.
Establishment
- Launched in 2015 by India and France
- Announced at the COP21 Paris Climate Conference
Headquarters
- Located at the National Institute of Solar Energy (NISE) in Gurugram
- It is the first international organisation headquartered in India.
Objectives of International Solar Alliance
The ISA aims to:
- Promote solar energy deployment worldwide
- Reduce the cost of solar power generation
- Facilitate solar finance, technology, and innovation
- Strengthen research, development, and capacity building
ISA works with:
- Multilateral Development Banks (MDBs)
- Development Financial Institutions (DFIs)
- Governments and private sector organisations
- Civil society and international institutions
Special emphasis is placed on supporting Least Developed Countries (LDCs) and Small Island Developing States (SIDS).
ISA’s ‘Towards 1000’ Strategy
The ISA’s strategic roadmap, known as the “Towards 1000” strategy, aims to achieve the following by 2030:
| Target | Objective |
| $1000 billion | Mobilise investments in solar energy |
| 1000 million people | Provide energy access using clean energy |
| 1000 GW | Install global solar energy capacity |
| 1000 million tonnes CO₂ | Reduce solar-related carbon emissions annually |
Membership of International Solar Alliance
- Membership is open to United Nations member states located fully or partially between the Tropic of Cancer and the Tropic of Capricorn.
- Countries outside the tropical region can join as partner countries.
Current Status
- 100+ countries have signed the ISA Framework Agreement
- 90+ countries have ratified it and become full members
ISA Assembly
The ISA Assembly is the apex decision-making body of the organisation.
Functions
- Elects the Director General
- Approves the budget and programmes
- Reviews the functioning of the organisation
The first ISA Assembly was held in October 2018 in Greater Noida, India.
