NSCSTI 2.0 Framework for Upgrading Civil Services Training

Government of India launched National Standards for Civil Service Training Institutions (NSCSTI) 2.0 at Civil Services Officers Institute (CSOI), New Delhi. It was developed by the Capacity Building Commission (CBC) under the Mission Karmayogi initiative.

NSCSTI 2.0 Framework Features

  • NSCSTI 2.0 is a significant upgrade to the world’s first accreditation framework for Civil Services Training Institutions (CSTIs).
  • It is designed to promote a holistic, flexible, future-ready, and community-driven ecosystem for civil services training.

  • Consultation: Developed in consultation with 160+ CSTIs, domain experts, and assessors from all levels of government
  • Coverage: Central, State, and Urban Local Body-level CSTIs.
  • Evaluation Metrics Reduced: From 59 to 43 metrics, making assessments more focused, outcome-oriented, and easier to implement.
  • Accreditation: Over 195 CSTIs accredited under NSCSTI in just two years; the 2.0 version builds upon real-time feedback.
  • Enhanced Flexibility: Adaptable for all types of CSTIs across administrative levels.
  • Tech Integration: Introduces AI-driven training, hybrid learning models, and includes:
    • Karmayogi Competency Model (KCM)
    • Amrit Gyaan Kosh (digital knowledge repository)
    • Indian Knowledge System (IKS)
