Department of Chemicals and Petrochemicals, under Ministry of Chemicals and Fertilizers, is implementing a Scheme for Setting up of Plastic Parks to promote downstream plastic processing industries. The initiative is part of umbrella New Scheme of Petrochemicals, focusing on cluster-based development for improving infrastructure, investment, sustainability, and exports.
Plastic Parks Scheme Features
Objective:
To consolidate the capacities of the downstream plastic processing sector, enhancing investment, production, exports, and employment opportunities.
Main Goals:
- Increase competitiveness and value addition in domestic plastic processing.
- Boost polymer absorption through R&D-based innovation.
- Promote sustainable growth via modern waste management and recycling.
- Leverage cluster development for economies of scale.
Scheme Features & Implementation
Grant Support:
- GoI provides grant-in-aid up to 50% of project cost.
- Maximum financial assistance: ₹40 crore per project.
Execution Mechanism:
- Implemented by Special Purpose Vehicles (SPVs) formed by State Governments or Industrial Development Corporations.
- States facilitate private sector participation through: Tax incentives; Awareness drives; Competitive plot rates.
Infrastructure Support Includes:
- Effluent Treatment Plants
- Solid/hazardous waste management units
- Plastic recycling facilities
- Incineration systems
- In-house recycling sheds (in some parks)
What is a Plastic Park?
A Plastic Park is a dedicated industrial zone for plastic-related manufacturing and services, designed to boost investment, employment, recycling, and sustainable plastic production. These parks play a vital role in India’s plastic waste management and export strategy.
Status: 10 Plastic Parks approved across various States.
Complementary Government Initiatives
Centres of Excellence (CoEs):
13 CoEs established at national-level institutes.
Focus areas include:
- Sustainable polymers
- Bio-engineered materials
- Advanced polymer R&D
- Wastewater management in petrochemical industries
Skill Development:
Central Institute of Petrochemical Engineering and Technology (CIPET) conducts skill-based courses in plastic processing and technology for industry needs.
India in Global Plastic Trade
- India ranks 12th globally in plastic exports (World Bank, 2022).
- Export value surged from $8.2 billion (2014) to $27 billion (2022).
- Growth attributed to government initiatives like Plastic Parks, skilling programs, and R&D support.
Significance for India
- Plastic Parks foster inclusive, innovation-driven growth.
- Contribute to environmental sustainability and industrial competitiveness.
- Align with India’s vision for Atmanirbhar Bharat and sustainable industrialization.
