SAMPANN Platform

Government of India signed an agreement for adoption of SAMPANN the flagship digital pension and financial management platform of the Department of Telecommunications (DoT) with the State Government of Goa and the Cochin Port Authority (CPA).

The agreement marks a significant milestone in expanding technology-enabled, citizen-centric governance through the reuse of proven national digital platforms under the Platform-as-a-Service (PaaS) model.

About SAMPANN Platform

  • SAMPANN stands for “System for Accounting and Management of Pension”
  • It is a cloud-based, end-to-end digital pension management system developed by the Department of Telecommunications (DoT).
  • Developed by: Department of Telecommunications (DoT)
  • Managed by: Controller General of Communication Accounts (CGCA)
  • Launch Year: 2018, under Government’s Digital India vision
  • Purpose: It was designed to streamline pension sanction, authorisation, accounting and payment through a single digital platform.
  • Coverage Solution: Covers the entire pension administration lifecycle, from case initiation to pension disbursement and accounting.

What is Platform-as-a-Service (PaaS) Model?

  • Under the PaaS model, state governments and other bodies can adopt proven central government digital platforms without building their own systems from scratch.
  • This approach ensures:
    • Cost efficiency– no need for fresh development investment
    • Faster deployment– proven, ready-to-use platform
    • Standardisation– uniform processes across adopting entities
    • Reuse of national digital assets– maximising return on government’s technology investment
