State Energy Efficiency Index (SEEI) 2024

Ministry of Power released State Energy Efficiency Index (SEEI) 2024, a key policy tool to institutionalise state-level energy data monitoring, efficiency tracking, and competitive performance improvement across India.

About SEEI 2024

  • Developed by:
    1. Bureau of Energy Efficiency (BEE) – statutory body under Ministry of Power.
    2. In association with Alliance for an Energy Efficient Economy (AEEE) – a non-profit think tank.
  • Coverage: Assesses performance of 36 States and Union Territories for FY 2023–24.
  • Edition: 6th edition of SEEI.
  • Framework: Enhanced, implementation-focused, featuring 66 indicators across 7 key demand sectors:
    1. Buildings
    2. Industry
    3. Municipal services
    4. Transport
    5. Agriculture
    6. Electricity Distribution Companies (DISCOMs)
    7. Cross-sector initiatives (EV policies, DSM strategies, star-rated buildings, etc.)
  • Purpose: Supports data-driven monitoring, policy guidance, best practice sharing, and contributes to India’s energy efficiency and climate goals.

State Classification

States/UTs are grouped into 4 categories based on their scores:

  • Front Runners: >60%
  • Achievers: 50–60%
  • Contenders: 30–50%
  • Aspirants: <30%

Top Performing States in 2024:

  • Maharashtra – Group 1 (>15 MToE consumption)
  • Andhra Pradesh – Group 2 (5–15 MToE)
  • Assam – Group 3 (1–5 MToE)
  • Tripura – Group 4 (<1 MToE)

Key Findings of SEEI 2024

Governance & Planning

  • All 36 States/UTs have developed State Energy Efficiency Action Plans (SEEAPs).
  • 31 states have set up State-Level Steering Committees on energy transition.
  • 11 states integrated Demand-Side Management (DSM) into their Aggregate Revenue Requirement.

Buildings Sector

  • 24 states notified Energy Conservation Building Code (ECBC) 2017.
  • 20 states integrated ECBC into municipal by-laws.

Industry Sector

  • 10 states adopted MSME energy efficiency policies.
  • 7 states mandated energy audits for non-PAT (Perform, Achieve, Trade) industries.

Municipal Sector

  • 25 states developed Climate/Heat Action Plans.
  • 12 states reported SDA–ULB (State Designated Agency–Urban Local Body) collaborations.

Transport Sector

  • 31 states adopted Electric Mobility Policies.
  • 14 states mandated EV charging points in buildings.

Agriculture Sector

  • 13 states promote solar-powered agricultural pumps.
  • Kerala achieved 74% adoption of efficient pumps (highest in India).

Significance

  • Encourages healthy competition among states.
  • Aligns state-level actions with India’s Nationally Determined Contributions (NDCs) under the Paris Agreement.
  • Supports the National Action Plan on Climate Change (NAPCC) and Energy Conservation Act, 2001.
