Indian Army & Railways Launch Hiring Framework for Ex-Servicemen & Ex-Agniveers

Indian Army and Indian Railways have introduced a structured Framework of Cooperation to expand post-retirement employment opportunities for ex-servicemen and ex-Agniveers.

The initiative, led by senior leadership from Indian Army and Ministry of Railways, aims to:

  • Facilitate smoother transition from military to civilian careers
  • Increase awareness of railway employment opportunities
  • Institutionalise structured veteran engagement within the railway recruitment system
  • Strengthen long-term collaboration between defence and national infrastructure sectors

Key Provisions of Hiring Framework

Reservation Policy

Under the existing reservation structure:

For Ex-Servicemen

  • 10% horizontal reservation in Level-2 and above posts
  • 20% reservation in Level-1 posts

For Ex-Agniveers

  • 5% reservation in Level-2 and above posts
  • 10% reservation in Level-1 posts
Reserved Posts (2024–2025 Data)

During 2024 and 2025:

  • Total reserved posts for ex-servicemen: 14,788
    • Level-1 posts: 6,485
    • Level-2 and above: 8,303

Over 5,000 Level-1 posts are currently under recruitment process across District and Zonal Divisions. Nine Railway Divisions have already signed Memorandums of Understanding (MoUs) with Army organisations to facilitate recruitment.

Interim Recruitment Measure

To ensure faster employment:

  • Ex-servicemen are being recruited as Pointsmen on a contractual basis.
  • This is an interim arrangement until regular recruitment through:
    • Railway Recruitment Boards (RRBs)
    • Railway Recruitment Cells (RRCs)

This mechanism ensures timely engagement while maintaining formal recruitment protocols.

Rationale Behind the Framework

Early Retirement Reality
  • Agniveers are recruited up to age 21.
  • Serve for 4 years.
  • Exit typically by age 25 if not absorbed permanently.
  • Other ranks retire in their mid-30s to early 40s.
  • Officers retire in their mid- to late-50s.

This framework addresses the need to absorb a disciplined, trained workforce at relatively young ages.

What is Agnipath Scheme?

The Agnipath Scheme introduced the rank of “Agniveer” for recruitment below officer ranks in the Armed Forces.

About the Scheme

  • Introduced for recruitment of soldiers, sailors, and airmen.
  • Service period: 4 years.
  • Up to 25% selected for permanent commission (additional 15 years).
  • Applies to all non-officer ranks except technical cadre of the medical branch.

Eligibility

  • Age: 17.5 to 23 years (upper limit increased from 21).
  • Women are eligible.
  • No specific reservation for women.
Pay and Benefits

Death on Duty

  • Combined compensation of ₹1 crore.
  • Includes Seva Nidhi package (tax-free) and unserved salary.

Disability Compensation

  • Up to ₹44 lakh.
  • Applicable if disability caused or aggravated during service.

Pension

  • No pension after 4-year service.
  • Only the 25% absorbed permanently are eligible for pension.
