ICMR’s NARFBR is now National Institute for Pre-Clinical Research

In a major step towards strengthening India’s biomedical research ecosystem and self-reliance in drug discovery, the Indian Council of Medical Research (ICMR) has upgraded and renamed its flagship facility National Animal Resource Facility for Biomedical Research (NARFBR) as the National Institute for Pre-Clinical Research (NIPCR). This marks a strategic transition from a specialised animal resource facility to a comprehensive hub for pre-clinical and translational research.

About National Institute for Pre-Clinical Research (NIPCR)

It is a flagship permanent institute of ICMR that acts as a critical bridge between laboratory discoveries and human clinical trials. The institute functions under Department of Health Research, Ministry of Health and Family Welfare, and aims to support academia, industry, and startups by providing advanced infrastructure and scientific expertise for validation of biomedical innovations. It focuses on validation, safety, and efficacy assessment of biomedical innovations.

Establishment & Location
  • Approved by Cabinet Committee: 18 November 2015
  • Established as permanent institute: 1 January 2016
  • Location: Genome Valley, Hyderabad (major biotech hub)
  • Campus Area: 100 acres
Core Objective
  • To strengthen India’s self-reliance in drug discovery, vaccines, and medical technologies
  • To provide a world-class platform for pre-clinical testing and translational science
Research Approach: Dual Model

NIPCR adopts a hybrid and advanced scientific approach combining traditional and modern systems:

  • In Vivo Models: Use of animal models closely replicating human physiology for reliable data
  • NAMs & MPS Integration: Incorporation of New Approach Methodologies (NAMs) such as organoids and microphysiological systems to enhance precision and reduce animal testing
Key Functions of NIPCR

NIPCR performs multiple critical roles in India’s biomedical innovation pipeline:

  • Acts as a comprehensive pre-clinical research hub
  • Provides testing infrastructure for: Vaccines, Drugs, Medical devices, Biologicals, Cell & Gene Therapies (CGT)
  • Supports startups, academia, and industry in validating innovations
  • Ensures quality, safety, and efficacy of healthcare products
  • Serves as a state-of-the-art resource facility with international standards

About New Approach Methodologies (NAMs)

NAMs represent next-generation biomedical research tools that improve accuracy and reduce reliance on traditional animal testing.

Key Components
  • Microphysiological Systems (MPS): Also known as Organs-on-Chips, these simulate human organ environments
  • Cell & Organoid-Based Assays: Use 3D human cell clusters derived from stem cells to mimic organ function
  • Alternative Models: Provide human-relevant data with higher predictive accuracy
Applications of NAMs

NAMs play a crucial role in modern biomedical research:

  • Drug Toxicity Screening: Detect side effects early
  • Disease Modelling: Study disease progression using mini-organs
  • High-Throughput Testing: Rapid screening of thousands of compounds
  • Efficacy Validation: Complement animal studies with human-relevant data
