Ministry of Statistics and Programme Implementation has launched a revamped Integrated Performance Monitoring Dashboard for the infrastructure sector, marking a major shift towards data-driven governance and evidence-based policymaking. This initiative builds upon the operationalisation of PAIMANA (Project Assessment, Infrastructure Monitoring & Analytics for Nation-building), which replaced the earlier OCMS-2006 system in September 2025.
The new dashboard enables real-time tracking of infrastructure performance across key sectors, improves transparency, and supports sustainable and inclusive development. The dashboard will be updated quarterly, with the next update scheduled for 16 July 2026.
Revamped Infrastructure Monitoring Framework Key Features
Alignment with National Frameworks:
- Developed in collaboration with the National Institute of Public Finance and Policy
- Aligned with the Harmonized Master List (HML) of Infrastructure (2022) by the Department of Economic Affairs
Comprehensive Indicator System:
- Covers 6 infrastructure sub-sectors
- Includes 116 performance indicators
- Avoids duplication with indices like Index of Industrial Production (IIP) and Eight Core Industries
Digital Dashboard Interface:
- Unified platform with interactive visualisation and time-series analysis
- Enables cross-sector comparison and accessibility for policymakers, researchers, and stakeholders
Centralised Monitoring Approach:
- Provides a holistic, cross-sectoral view
- Strengthens inter-sectoral analysis and coordination
Shift in Monitoring Approach
The new framework moves beyond traditional output-based measurement to a multi-dimensional evaluation of infrastructure performance, covering:
- Access: Availability and reach of infrastructure
- Quality: Reliability and service effectiveness
- Fiscal Cost & Revenue: Financial efficiency and resource allocation
- Utilisation: Efficiency of infrastructure usage
- Affordability: Economic accessibility for citizens
This transition enables more nuanced policy decisions and targeted interventions.
