Uttar Pradesh Chief Minister Yogi Adityanath launched Uttar Pradesh Startup Mission Portal along with the Uttar Pradesh Startup Policy-2026 to give the state’s startup ecosystem a stronger institutional and financial push. The initiatives aim to improve access to funding, incubation, innovation, infrastructure and business support for emerging enterprises.
Uttar Pradesh’s Startup Ecosystem
- Rapid growth: Uttar Pradesh has crossed 24,000 startups, compared with only around 120 startups before 2017.
- Unicorns: The state currently has eight unicorn startups.
- Financial incentives: More than ₹3.42 crore in incentives has been distributed among 107 startups.
- Support for incubators: ₹1.79 crore has been provided to nine incubators, along with recognition certificates for newly recognised incubators.
- Women entrepreneurs: Around 50% of startups in Uttar Pradesh are operated by women, highlighting the growing participation of women in entrepreneurship.
Uttar Pradesh Startup Mission
It has been approved as an autonomous nodal body headed by the Chief Secretary. It replaces UP Electronics Corporation Ltd. as the institutional mechanism for driving the state’s startup initiatives.
Research, Innovation & Emerging Technologies
The state is also strengthening the research-to-startup pipeline:
- Startup proposals from institutions such as IIT Kanpur, IIT-BHU and IIITs are being supported.
- A separate fund for universities has been established to encourage research and innovation.
- Support is being extended to Centres of Excellence working in emerging technologies, including:
- MedTech
- Drone technology
- Quantum computing
- Space technology
- Robotics
- Green hydrogen
Infrastructure Support
To make it easier for startups to establish and scale operations, the policy provides for:
- Land on lease for startups.
- Development of plug-and-play spaces, allowing enterprises to begin operations without having to build basic infrastructure from scratch.
